Nineveh Provincial Council member Muhannad Najm al-Jubouri confirmed the spread of quotas, which he described as abhorrent, in sharing administrative positions in the governorate. Al-Jubouri said that Nineveh is currently witnessing a political struggle over the positions of director of the Investment Authority and director of health, stressing that the unified Nineveh bloc seeks to end this conflict and quotas in sharing Positions, as he put it .
Nineveh Council member Abdullah al-Nujaifi also confirmed that quotas are a phenomenon that the current provincial council inherited from previous councils, indicating that the next stage will witness the evaluation of department officials and the replacement of some of them .
Nineveh Council member Sadoun Al-Shammari conditioned the success of government institutions in Nineveh in their work on their distance from political quotas. Al-Shammari said that the Nineveh Council will soon replace directors who have recorded observations or failures in their work, stressing the necessity of moving away from quotas in nominating new directors .
