The Federal Integrity Commission announced Two decisions were issued sentencing a prison sentence in absentia for a period of 17 years and a fine against a member of the Infrastructure Implementation Committee for establishing camps for the displaced in Nineveh Governorate. For harming public funds and receiving bribes .

The authority stated in a statement that “Ninawa Criminal Court/First Authority issued a decision ruling to imprisonment in absentia for a period of 10 years, and a fine of 10 million dinars on the convict (Ayoub Youssef Mahmoud Ibrahim), for collecting tax amounts and taking bribes from contractors during the period of his work in the reconstruction assistantship .” In the Nineveh Governorate Office, pointing out that “the convict was authorized by the former Governor of Nineveh to follow up on projects and contractors .”

She added, “The aforementioned court issued another ruling in absentia to imprisonment for a period of 7 years against the convict, on the grounds that he intentionally caused damage to the funds and interests of the entity where he works while he was a member of one of the subcommittees formed to implement the infrastructure for establishing camps for the displaced in the Qayyarah district .”

She pointed out that “he harmed public funds and committed violations in conjunction with separate defendants who were sued after disbursing an advance in the amount of (5,000,000,000) five billion dinars, to carry out the work of the camps’ infrastructure, noting that the implementation does not conform to the required specifications, in addition to the failure to settle the amounts, and the presence of an exaggeration in the prices.” Implementation amounted to (756,967,750) seven hundred and fifty-six million dinars .”

She explained that “the court, after reviewing the evidence obtained in these two cases, represented by the statements of the legal representatives of Nineveh Governorate, the Mosul Municipality Directorate, the Ministry of Immigration and Displacement, and the letter from the office of the Vice President of the Integrity Commission, as well as the minutes of the investigative team formed in the Commission, the report of its External Audit Division, and the statements of witnesses, found it sufficient.” And convincing to criminalize and condemn him .”

She continued, “The court issued two conviction decisions in accordance with the provisions of Resolution (160 of 1983/Second/1) and Article (340) of the Penal Code, which included issuing an arrest warrant against the convict and confirming the seizure of his movable and immovable property, while giving the right to the Ministry of Immigration and Displacement and the Nineveh Governorate.” Refer to the civil courts to claim compensation.
