The President of the Supreme Judicial Council, Judge Faeq Zidane, directed the implementation of the second amendment law to the General Amnesty Law No. 27 of 2016.
This came in a document signed by Judge Zidane and addressed to the Presidency of the Federal Court of Cassation, the Presidency of the Public Prosecution, the Presidency of the Judicial Supervision Authority, and the Presidencies of all Courts of Appeal.
Another document issued by the Presidency of the Republic stated: “Based on what was approved by the House of Representatives in accordance with the provisions of Clause One of Article 61 and Clause Three of Article 73 of the Constitution, the President of the Republic decided to issue the second amendment law to the General Amnesty Law No. 27 of 2016.
On January 21, the Council of Representatives approved three controversial laws: amending the general amnesty law, amending the personal status law, and returning properties to their owners in Kirkuk.
Following the session, many MPs collected signatures to dismiss Parliament Speaker Mahmoud Al-Mashhadani, due to their objection to the voting mechanism on the laws. Some of them also revealed that the voting took place without the MPs raising their hands.
