Yesterday , Monday, a member of the Nineveh Provincial Council, Abdullah Atheel Al-Nujaifi, published a map showing the administrative control of the blocs within the coordination framework over two-thirds of the governorate, stressing that the future of many regions has become under the control of one party that does not represent all societal segments .
Al-Nujaifi published on his personal page on Facebook a map showing the division of administrative units and the control of the “Nineveh Future Alliance” over these units in light of the boycott of the Unified Nineveh Bloc and the Kurdistan Democratic Party , and commented by saying, “The attached picture shows one of the most important reasons that prevent us from moving forward.” Moving forward with the decisions of the Provincial Council, especially since we represent half of Nineveh’s voters, and choosing the interests of the governorate is the right decision .”
He added, “What happened, as shown in the illustration, is that the future of many regions has become under the control of one party that does not represent all segments of society, and does not express the opinion of the silent majority waiting for services and reforms,” referring to the Nineveh Future Alliance, which represents The Coordination Framework and other parties .
Al-Nujaifi continued, “Instead of disagreement and disputes, we hope that all our brothers will put the interest of the province first, and follow the right path through the Shura Council to choose the most appropriate and best .”
He stated that “trust must be given to those who have a CV that qualifies them and deserves to be entrusted with people’s affairs. Exclusivity has never been the way to build cities, but rather, consultation and consultation are the best way to achieve development and prosperity .”
In a statement to Shafaq News Agency, Al-Nujaifi said, in addition to what he mentioned in the post, that “the balance is with rights, but what we see is an infringement on our rights as a political and social component .”
Al-Nujaifi, who belongs to the United Nineveh Bloc, added, “The Nineveh Future Alliance has violated our rights .”
The conflict has been raging between members of the Nineveh Provincial Council since last week, following collective exemptions for heads of administrative units made by members of the Council within the Nineveh Future Alliance (16 seats), which includes the Coordination Framework alliances and other parties, while members of the Unified Nineveh and the Democratic Party (13 seats) jointly boycotted the exemptions session and suspended it. Their membership in the Council .
Last Monday, the Governor of Nineveh, Abdul Qadir al-Dakhil, called on the representatives and ministers of Nineveh and members of the Nineveh Provincial Council to sit at a dialogue table to avert these problems in order to proceed with reconstruction and services .
The Nineveh Council had voted on collective exemptions for the heads of administrative units, as the members of the Nineveh Future Alliance, which includes the Coordination Framework alliances and other parties, made up 16 of the 29 members of the Council, voted, while the Nineveh Unified Bloc, which has 9 seats, boycotted, along with the Kurdistan Democratic Party. With four seats, the session was held and they suspended their work in the Council .
Last Monday evening, a number of Nineveh representatives announced their support for the Nineveh Provincial Council with its decisions to dismiss the heads of administrative units, and they expressed their surprise at attempts to disrupt the Council’s work .
It is noteworthy that the Nineveh Unified Bloc, on Wednesday, July 17, renewed its emphasis on the “illegality and illegality” of the procedures for electing and replacing the heads of administrative units in Nineveh Governorate .
Council member from the Nineveh Unified Bloc, Ahmed Al-Abd Rabbo, told Shafaq News Agency, “The procedures are in violation of the law and the constitution,” describing the issue of replacing heads of administrative units as “ an obstacle that obstructs the path of reconstruction in Nineveh .”
While Al-Abd Rabbo welcomed the Nineveh Governor’s call for dialogue and called on “the political blocs to come to it in order to get out of the current crisis .”
For its part, the Nineveh Future Bloc stressed the progress of procedures for replacing and appointing heads of administrative units in Nineveh .
Council member from the Nineveh Al-Mustaqbal bloc, Marwan Al-Taie, told Shafaq News Agency that his bloc is “continuing with the procedures for appointing heads of administrative units, given that the session held in this regard is in accordance with the law and the constitution .”
