The Federal Integrity Commission announced A prison sentence in absentia was issued against an authorized director of a private company who submitted forged letters of guarantee and received an operational advance amounting to 20 billion dinars in Nineveh Governorate .

A statement by the authority stated “The Mosul Misdemeanor Court in the Presidency of the Nineveh Court of Appeal issued a ruling in absentia ordering imprisonment against the escaped convict (Abdul Nasser Hamid Hazem Hamid); on the grounds of using fraudulent methods and submitting (7) forged letters of guarantee, as a result of which he received 20 billion dinars as an operational advance from a contract.” A project to establish a university teaching hospital with a capacity of (600) beds .

The statement explained, “The company in which the convict holds the position of authorized director, along with another company, contracted with the Ministry of Higher Education and Scientific Research to establish the hospital in the year 2014,” indicating that “the legal representatives of the Ministry of Higher Education and Scientific Research and the University of Mosul requested a complaint and compensation from the convict company, while The legal representative of the Nineveh Health Department stated that his department had no knowledge of the contract, and did not have any supervision over it .”

He continued, “The court reviewed the administrative investigation directed by the Ministry of Higher Education and Scientific Research to the Integrity Commission – Investigations Department, which included taking legal measures to recover the amount of letters of guarantee, and not accepting any letters of guarantee, except after verifying the authenticity of their issuance. It also reviewed statements ( 4) Defendants in the case, and decided to criminalize the convict, based on the provisions of Article (456/1) of the Penal Code, in addition to issuing an arrest warrant against him, and giving the affected parties the right to demand compensation before the civil courts, after the ruling became final.”
