Member of the Parliamentary Integrity Committee, Hadi Al-Salami, said yesterday , Monday, that “popular pressure” had “forced” some provincial councils to withdraw from granting privileges to their members .

He added, “Some provincial councils backed away from the decisions they issued to grant concessions, purchase cars, and allocate plots of land to members of the provincial council .”

He pointed out that “the decline was the result of demonstrations and popular pressure, which today have become an essential factor in the stability of local governments .”

Al-Salami pointed out that “the Financial Supervision Bureau and the Integrity Commission are closely following the process of disbursing budgets and financing projects in the governorates .”

Weeks ago, the Baghdad Provincial Council formed a committee to allocate residential plots of land for the purpose of expropriation by its members, according to what local officials reported .

At the time, the Ashraqa Canon bloc called on the Baghdad Provincial Council to immediately cancel this measure .

The governorate councils are the legislative and supervisory authority in each governorate, and these elected councils have the right to issue local legislation, enabling them to manage their affairs in accordance with the principle of administrative decentralization, without conflicting with the constitution and federal laws that fall within the exclusive jurisdiction of the authorities.
