The director of the Mosul Municipality, Abdul Sattar al-Habo, confirmed the presence of pressure exerted by influential parties and economic offices during the auctions announced by the municipality, but he indicated that his presence at the head of the municipality prevented and stopped these interventions .

He said crawling “The auctions that are announced in the municipality are broadcast live on the air, as the municipality is the only department in Iraq that does this to avoid any suspicions or violations .”

He added, “The municipality relies in its auctions and tenders on legal texts that confirm that all Iraqis have the right to enter and participate in them without discrimination. The municipality also has nothing to do with the political affiliation of the participants in the auctions. Therefore, all participants are subject to the law and there is no discrimination between them .”

Al-Habbu pointed out that “pressures may be exerted during the auctions by economic offices or political and armed parties, but such pressures are not allowed in any way to affect the conduct of the auctions in the municipality .”

Earlier, Shirwan Al-Dobardani, a member of the House of Representatives for Nineveh, confirmed the “dominance” of the armed factions and economic offices over the auctions taking place in state institutions in Nineveh Governorate .

Al-Dobardani said, “The armed factions are now controlling most of the auctions and tenders that take place in the city of Mosul with the help of some people affiliated with Mosul,” stressing that those factions “were and are still seizing lands and investment projects in Nineveh.”
